Are Automatic Rising Bollards Safe?

There are two issues with regard safety and the bollard, especially the automatic telescopic bollards. The first is, the Bollard needs to be installed in such a way that people are made aware of its presence, additionally people have to be educated, especially here in South africa, where this is a new concept.
